Does your budget include stuff like a keyboard, mouse, monitor and other extras? Or is that budget only for the computer itself?

wow, that´s quite a lot of money. Unless you are going for a laptop you should be looking at the price range 400-900 $ for a stationary monster.

Building it yourself will always give you the best value, it takes a little extra work but is totally worth it in the long run. If you buy pre-built stuff usually goes wrong, I've had very bad experiences with pre-built rigs. All my problems were hardware problems. The only problems I've had with my custom built rig is some software issues which is easily solved online.
So what types of games are you trying to play. Is running BF1 at 4k something you want or are you going for just general gaming. Depending on that may change whether you want a beefy video card or a beefier processor. Multiple monitors or only 1? Etc...
Define your intended use more and we can give better, more on point suggestions.

I want to ask how come nobody sell prebuilt laptop with liquid cooling. I don't think it's all that hard if liquid cooling is part of its architecture from the get go.

    My advice to you....

Wait for 3 monthsamd is pulling video cards out of their lazy azz, so price drops bound to happen.
At that budget, might as well go with i7, gtx 1080/90, 16 gb mem, 500gb ssd and 4 terra hdd. Go to userbenchmark to see how your components change can alter your computer value.

he can get a really good gaming desktop for $2000... assuming CAD/US currency. even more so I guess in pounds.

Though more info would be needed if you actually want... like.. suggestions. What kind of games? FPS? RTS? MMO's?

Does your budget include buying a new Monitor? 144hz Moni's can mean the difference in FPS games. Etc etc etc.

In that case, buy parts individually instead of pre built ones. Comsidering your budget you could easily buy GTX 1080, gaming processor and a 250GB SSD with enough money to spare on the other essential like power supply and RAM
