I have an avr lying around for years now, but really haven't use since i have an ups, but my ups died in the line of duty, i dont really want to use my computer by itself, electricity here in my hometown is really bad, we get random black outs or sometimes we an 7 - 9 hours black outs, so my question is what is this fuse thing at the back?

I'm not sure I understand what you're asking, are you wondering what the fuse (I'm guessing the glass tube type) is for? It protects against excess current, like from a short circuit or trying to draw too much power. Basically, the fuse is designed to fail and interrupt the circuit before anything worse happens (like a fire/explosion or destroying the entire device).

you are probably talking about this thing...
it can be replaced and i think you have not completely remove it
just turn it clockwise fully until you can pull it.

If I'm understanding what you're referring to, that should be how you access the fuse. Try turning it and pulling it out to remove it.
