They have no excuse. They are responsibe for their actions/inactions - they were aware or the consequences that alcohol, brings, no? There's an exception.. when people aren't at fault for becoming drunk - involuntary intoxication ..
...yes and no. Accepting the fact that becoming drunk can/will make you unable to control your behaviour.. is no excuse. It's a thin line to walk/thread.
