Gambling without knowing your limit is the big reason that gambling is banned. For example, gambler A is a soldier with a steady income. He has survived multiple small wars and is rather experienced in the world.
Then take gambler B. He is a punk teen who thinks he's go an edge over these geezers because he is younger.
They play a few rounds of poker and Gambler B ends up losing one too many times. He wasn't smart to know when the quit and he don't have the financial power or skill(In which case he would work off his debt) to pay the debt.
To prevent Gambler A from putting a cap in Gambler B's ass, Gambler B takes out a loan to repay the debt.
Unfortunately, he just borrowed from James to Pay off John. Now he has gangs that loaned him the money on his ass wanting it back. And the bigger the debt, the quicker that gang is going to want it back. Then comes the loan sharks, and the blackmailing, and before you know it, half a dozen innocent people have been pulled into te fray.
Overall, illegal gambling is illegal to prevent people from incurring un-payable debts and pissing off a bunch of people and turning it into a huge incident. Because as soon as you step up to the table, and you don't have the money to play, your screwed.
