It can be any length, but from my experiences, readers are dissatisfied of chapters with less than 1000 words. Readers' attention peters off after the 4000 words mark, but some can still read until 7000 words though they'd generally need to read in two sittings.
A good consideration for webnovels is to separate it so that one chapter can be read on a smartphone roughly in the time it takes for an intracity train to reach another train station. That's usually around 2000-3000 words.
My novel chapters are usually in the realm of 2000-6000 words. More than this, your readers' attention wanders away. Less than this, your readers become unsatisfied.
