i want a novel where the MC has modern weapons and fight against xuahuan characters and bring justice.

It begins a poor village where they are considered trash. Then MC is born and he has all knowledge of the modern technology and does not age. He then grows up and and lead the village to a remote and uninhabitable continent/island/country. And many years later the village became a modern metropolis.

instead of cultivating items, why not cultivate modern society in the martial art world in chinese wuxia novels?

Umm, that's what they did though. You should read it. It's a play on a xianxia alternate reality.
They definitely didn't just cultivate items at least.
