    西方极寒冰凤功并非需要特殊血脉才能够修炼的功法！

    my guess would either art or achievement art. I would go with the former.

    It's not art!!!!! Source: Cultivation Method (功法 gōngfǎ) (心法 xīnfǎ) – a mystical art or collection of techniques which cultivators practice in order to cultivate.

    You only said art though...

    I wouldn't assume that OP knows it's a cultivation art. If they knew, they wouldn't have asked.

    Right before it is "...修炼的功法" and 修炼 means cultivation.
