The lights, is it a camera thing or a Photo-editing software thing? I think it's a photo-edit thing but I don't know how to do it or know what it is to google how to do it.
You've never seen the light of a neon irl? Well it's less showy but yes it's like that, basically. Only the colours are exaggerated on professionally taken pictures.
Well, I know that these have neon lights. But I've seen other pictures without neon lights but have these colors.
Go into the color part of any image editing program and toy with it, can't tell much more about it but basically it's just the colours being strengthened I think.

There are plenty of camera filters that can mimic the effects of neon lights. Usually they're called Neon, but there are some other names. Basically, they work by filtering the light that is coded. Depending on the filter's default settings, they can erase the blue or yellow spectrum or reduce it, making the reddish colour above more prominent. You can mimic these effects on photoshop too, either using the downloadable filter plugins or by changing the colour levels manually.
It depends on the type of camera but as I view it, an image editing software was used. I said so because, I use a Photo editor like a PhotoViewerPro program with advance editing features.
No, those photos are used with long exposure and high aperture (more light) It looks like the photographer sharpened the contrast of the RGB colours more as well You can try it yourself as well. What camera do you own and what lenses do you own?
