Don't. Scant releases for any novels will only incur you the wrath of the readers. Better go back to whatever you were doing before you thought of this. I, personally, have seen many translators being cursed for slow release rates.
what do you want to translate is it a CN novel, KN novel or JP novel? if a CN or KN why not try Translations at Forum Gravity Tales or if it is just CN then perhaps Translation Forum Wuxiaworld, dont know any forums that would allow that kind of thing for JP novels, but you could get in contact with groups like; http://www.xiaoxiaonovels.com/ or http://lightnovels.world/ and they might allow you to host at their site...
Then maybe translate some oneshots? I think alot of people wouldn't like it if you decide to translate a full out novel and only update one chapter every few weeks :'/

I think the website they are referring here means paid domain... such as .xyz or .ninja etc... Blogs are still free registration...
Joint a group like alyschu and help them translate a novel. You won´t have to make a webside and you won´t have to worry about curses. If you really want to share a novel that hasn´t been translated then create a wordpress... If you really plan to translate once every few weeks it would be difficult to be accept in a good webside and even if you get accept in one it will be very troublesome
I agree with @johanpaha's idea of translating oneshots. now, if maybe you already know what you want to translate, then I recommend you translate the several first chapters, then release them, as a form of teaser. maybe this will encourage some more active translator to pick it up. you could also post the chapters in a post in NUF in the translators' corner, maybe? this will save you the trouble of setting a site up, and then, when the project is picked up by someone else, you could ask them to host them, too.
First you need to tell us Japanese, Chinese or Korean or even others. Then maybe the community could recommend something? I don't really mind the release as long as you are somewhat consistent (like maybe even once a month) and inform when you drop. You could end up starting someone's interest in a novel that has no exposure so I'm completely up for it.
