    That sort of thing doesn't concern him at all, Adoran(or Adlan) shrugs his shoulders.

    If I divided the sentence to its two component phrase:
    "そんなものはどこ吹く風" と / 肩をすくめるアドラン.
    Adlan shrugged it off/shrug his shoulder as if it was something that won't matter to him at all/concern him at all.
