If I recall correctly, Justus was attracted to Harold because they "had the same eyes" that of hatred, contempt and power and that his evil plans has to do with someone he loved and lost. I think it has to do with those factors since he's already a psychotic madman intent on destroying the world for his goal of getting his loved one back or something. There was a chapter which described this.. as to why he "loves" harold... Maybe its something like Joker and Batmans love/hate relationship something about being two opposite sides of the same coin.
Now all I can think about Justus is some creepy old gay guy who goes after younger men with hot bods.
