Well, Grand Blue has actually quite a bit of fan service. It's basically porn xD but it's not the girl's getting naked (most of the time). Henjyo - Hen na Jyoshi Kousei Amaguri Senko is more comedy, but it also has some romance. If you don't mind jokes about erections, it's quite good. The next three are manhwa/webtoons but w/e: Balls Friend: also mostly comedy, but has high school romance (well, at least it's hinted...) it's not as perverted as the title makes it out to be. How to Open a Triangular Riceball: this one is hilarious. You just have to give it a try. Unlucky guy and some faces that are amazing and you can even use them as memes lol. Oh! Lord Jesus (Oh! Holy in webtoons. The other title is kind of funny): a romcom, with a "toilet reaper" (a grim reaper, read it to get the joke). It's fine, I guess. Not manhwa anymore: Horimiya: the closest to romcom, but it's mostly romance. It's quite cute actually. The original version doesn't have really good drawings, so it's better to read the other remake (and it's not like the original is being translated, so you have no choice) Hajimete no Gal: it's good the first 10 chapters or so, then it becomes really annoying (avoid like the plague if you can). L-DK: mostly romance, like Horimiya, but it has a lot more drama (actually, can't really say it's a romcom) Tomo-chan wa Onnanoko!: you probably already know it, but it's quite funny (if you can handle the author's teasing and Jun's denseness) Murenase! Shiiton Gakuen: mostly comedy, but it has romance as a subplot. It has anthropomorphic animals, which for some may be a big plus (furries lovers...) By Chance, We... and...: well, this one doesn't really have comedy, but it's a good romance manhwa (too lazy to move it to the manhwa part I wrote above, but not lazy enough to not type this... sigh...) Koisome Momiji: it was one of the first manga I read, so I like it. It's a typical romcom with some drama. High school boy meets a girl, turns out she is famous... Prunus Girl: read it a long time ago and I remember liking it quite a bit, though it has genderbender, so that may be a deal breaker. Hanimero. : if you are too bored, read this. If you have something better to do, don't read it. It's meh. I really recommend the bolded ones. The others are good, but not that great. Murenase... is good, but it feels too cliche. I can't really explain it, but it feels kind of boring. The credit pages the translator makes are hilarious though. Edit: forgot to check my finished list for manga, so added 4 more.
romcom? I don't know what counts as romcom, so I'll list some ongoing romance manga: Yakumo-san wa Edzuke ga Shitai Monku no Tsukeyou ga nai Rabukome Kin no Kanojo, Gin no Kanojo Koisuru Yankee Girl Komi-san wa Komyusho desu B Group no Shounen X Boku to Kimi no Taisetsu na Hanashi Rikei ga Koi ni Ochita no de Shoumeishitemita Getsuyoubi no Tawawa Kusumi-kun, Kuuki Yometemasu ka but most of those have small number of chapters, and irregular release. but I enjoyed them all.
