It depends. There are probably government aligned guilds in most of the countries. The Titan guild in America seems to be pretty close to the government.

Woojin as always, feelsgoodman. Had to take a lil break and binge readed 111->116 and feels much better, I think I got annoyed by the kingdom/dungeon building that they suddenly added into the novel
