I use a combination of Google Translate, Rikaikun (chrome extension, mouse-over dictionary popup) and my own knowledge of Japanese. Rikaikun (or Rikaichan for Firefox) is a really great tool for practicing reading in Japanese because it takes forever to look up words in print format.

I usually do a first pass of a paragraph with GT because it's the fastest (but least accurate), then use Rikaikun and my brain to figure out the actual meaning. It's possible to read it with just Rikaikun if you have a basic understanding of Japanese grammar....which is a good thing, because Google Translate broke for me last night. It just started translating stuff to blanks.

If you're interested in practicing Japanese or reading raws, I'd suggest trying a series that has some chapters translated first so you have an idea of the background info.
