Question Understanding a proverb relating to Mastiffs from jisho.org

I was on jisho.org and typed in "Mastiff". One of the results was the following:
こどもけんかおやで子供の喧嘩に親が出る:
"when kids get in a fight, their parents come to their aid; yelping curs will raise mastiffs" Proverb

My question is what does this proverb mean?

 

They will grow being a crybaby?

It refers to making an idiot of oneself by getting involved in things that are actually trivial. Like if two (unrelated) children fight and their parents join in. The parents look dumb for caring about whatever silly thing kids fight over. (I looked it up, and this is what Japanese people say.)

There's not really any relation to the English proverb about mastiffs as far as I can tell. A lot of dictionary sites find tenuously related proverbs to cite, even if they don't mean anywhere close the same thing.
