In that case, Celeron N or Intel Core 2 Duo works just fine. At least a minimum of 1.5 ghz dual core processor works.

If you are talking about the Toshiba Satellite C55-C - 15.6" Laptop for £139.99, then that is a great price for a budget laptop. Be aware that there might be a slight lag if your sister opens way too many application.

By the way, I checked the 2nd link specs in more detail. I found out that the CPU the laptop contains is the Intel Celeron N2830. This is a great budget CPU so I recommend this one over the first link.

Will completely disagree with you. If you are buying for yourself, sure. But for others, as long as they don't do much with the PC, chromebooks are awesome. Unless you want to spend your life being someone else's tech support.

Do not use Windows 8: screen will lag.
Do not use Windows 10: Internet may lag.
I would recommend Windows 7, or a Chromebook.

    On a Chromebook,
    1) you can use Crouton, to install Linux DE, and run LibreOffice, OpenOffice, etc.
    2) Use cloud Office suites like, Google docs, Zoho docs, live·com, etc.
