I picked 3. 7 might be alright (rarely) but the problem is, that if the Harem's too large the female characters are just freaking 2D Bimbos getting wet once they see the MC. I don't mind a story with harem, but I'd like for said harem members to be and stay as interesting and relevant characters.
Honestly speaking though, storywise, I think the largest harem with unique characters with established personalities that I have read is Negima.
That has nothing to do with the size since in can also happen in a one on one relationship. As for me, either when the author stopped giving the members real personalities or when the guy nearly breaks down after doing a full round.

The harem is too big if there are so many members that you expect some to die before they get the chance to have sex.

I love that you bring up Negima here, because it's like the perfect showcase at the start of near catastrophic harem (thirty young girls easily categorized into archetypes by their quirks), and then the romantic interests all start branching out and developing their own characters. It has a lot of results, but the most striking one for this conversation is that a lot of them decide not to pursue a relationship with Negi in favor of building their own goals and future. If the manga had ever gotten the ending it needed, it would likely be a shining example of how to handle multiple love interests and use those feelings to develop well-rounded characters.
3 members max with exceptions. A normal Isekai is good to go with 3 members, that will give the author enough time to develop plot and characters easily.
