Statecraft require balance between ideal and practical, its a complex that usually on grey area. All aspects is important but constrained by time, fund, and resource hence there need a priority. There never instant solution, those who ask for one is ignorance. There no perfect system, as long as people which foundation of any nation prosper other aspect is gibberish because of at it core common people only care about such thing.
