    something perfect is something that can't improved, so if a variable pop up that "perfect governing system" will become flawed...so we have a paradox

    perfect governing system = imperfect governing system

    Even if you did find a "perfect" system somehow, that perfection itself would turn into a flaw over time since a government need to be able to adapt to shifting needs.
    It isn't even as simple as preventing just people from changing, you would need to prevent economical, technological and geographical changes as well in order to find a truly lasting system, and it would be hard to call that a perfect one for individuals.

    Either the population get too developed and are destroyed by greed or they grow complacent. Because usually adversity and hardships birth talents and these in turn favor the governing.

    So if there was a perfect system, it would already exist, we just cant implement it. As a lot of variables would be changing and this would mean that the system had to be flexible enough to change with time.

Think Secret Wars version of Hydra, when Cap takes everything over with an iron fist. And everyone is like, "you know everrything reall has gotten better since they took over, i like 'em"

    well every system has the potential to be perfect but it is mostly based on those who use them if you have bad people ruling yea the system will break apart no matter how well the design was. the other aspect is if you live in a world where the strong eats the weak no matter how hard you try you will still fail because sooner or later there will be someone stronger then you.

    No such thing as a perfect system. There's a government spectrum with authoritarianism and anarchy as the extremes of each end. Each bit has its own strengths and weaknesses

    I dunno about perfect, but I think it's good if the gov't tacitly agrees to organized crime - as opposed to the more individual variety - and has direct contacts with (hopefully patriotic, or even gov't supplied members of) upper management of said organized crime. Maybe some shady agreements to overlook certain things as long as they don't go overboard, occasionally provide scapegoats, information exchange.. and of course letting them police themselves to a certain extent, taking some pressure off the real police.

    There is no perfect political system (which on the bright side means they can always improve). However, there are certainly governments better fit for specific situations.

    For a long-lasting empire/kingdom/sect/government, here's some of the key factors;
    - Flexibility
    - Self-correction
    - Resilience

    Firstly, it needs flexibility to adapt to a changing world, to changing socioeconomic realities and changing international relations. Your biggest foe can turn into a puppet state, and a faraway kingdom might become an empire next door. There are times of war and times of peace. Being flexible enough to thrive in all situations is key. For example, the Romans had a democratic society, but in times of great peril they would elect a dictator, who would then resign when the peril was over (all or most of the dictators in the history of Rome voluntarily resigned, if I remember correctly).

    Secondly, it needs self-correction, to prevent from "going astray". Having a strong civil society is one solution, (like impeaching presidents for doing bad stuff. I'm talking about South Korea of course)... but in fictional cases you could get away with "the god of judgement presides all trials" or "Corrupt officials get struck by the lightning of tribulation", or you have a brutal, incorruptible and everlasting leader.

    Finally, it needs resilience. There'll be bad times, whether invasions or just prolonged bad weather. The country must have ways to deal with them and get back up its feet. This can be solved by having a tenacious population, or being blessed by the gods, or having benevolent superhumans to deal with the times of trouble, or...

    Having said that, if you want a truly long-lasting empire, it should avoid trouble more often than not. This means having peaceful relations with neighbors, ensuring there is no inheritance problems (or just being a republic), caring for the environment, etc.

    You need 1 person on top and have as many people as possible in places of power where everyone is working on their own agenda and thus restraining each other from toppling or rebelling against the system in place.
    It's not perfect by functionality however it is the most stable (it's why democracy is a thing even though it doesn't work)

    Roman Republic lasted for several hundreds of years. The Korean's Sin dynasty/nation lasted more than a thousand years. From what I know, these two were the longest running nation/republic in the history. One fell to popularism while another fell due to invasion and betrayal. Surely a respectable answer must be within these two nations.

    The length of a countrys existence isn't really an accurate measure though, a country can be vastly different from one generation to the next despite carrying the same name.
