I don't suggest them to kill every single talented child. I suggest them to "not helping Red Lotus become a Venerable"
Duke Long didn't tell Red Lotus "you have the talents to become a Venerable". He told Red Lotus "you are fated to become a Venerable."
"Red Lotus became a Venerable" has been predicted in a prophecy.
And to help him pass three Myriad Tribulation, a lot of HC's members died. Not counting numerous resources they provided him.
    I think that's stupid.
You think so because the translation didn't reach these points:
In the later part, FY, under the fake identity "Sea Qi Ancestor" got the inheritance of Primordial Origin Immortal Venerable from Duke Long. It stated that Triple Qi Retraction needs these 3 Gu (can't be replaced)
You should read c1367 again. It stated that to master Triple Qi Retraction, Gu Master needs to practice a lot. Duke Long can use that move, it means these 3 Gu were in HC's hand from the era of Red Lotus.
No one can. FY specially stated that he felt the restriction came from Fate Gu itself.
The problem is that 3 Venerables leave a lot of tricks to protect Fate Gu. These tricks make FY failed on his first try.
It's like they locked something in a super-good vault with the hope somebody can steal it.

Red lotus was supposed to be the next immortal venerable. However, he used love gu to alter his own fate and became a demon venerable because he could not accept the cost HC was expecting him to pay to be an immortal venerable

Red Lotus was supposed to be a demonic venerable. It has already been predicted by Star Venerable.
And he didn't alter his own fate. He tried thousands of times with SAC, but failed all.

When did that happen? Also, it is worth noting there have been 5 demon venerables since the founding heavenly court and before current time.
So the prophecy of the 3 demon venerables seem highly suspect. And when I read it I don't recall it saying anything about them being in a row.
Obviously heavenly court intentionally nurturing a demon venerable that is their enemy would be beyond utterly stupid. But they were not trying to nurture an enemy, they were trying to nurture red lotus as a member.
Even if all your statements are true, and Duke Long was being completely honest when he told fang yuan that it needs those 3. This is still not a plot hole.
If all your statements are true then we get the following timeline:
The 1st venerable is Primordial origin immortal venerable. He invented the move and founded heavenly court.
The 5rd venerable was the disciple of Duke Long, who himself was a high ranking member of heavenly court. Inheriting and learning the move, we know he inherited it because he was able to later teach it to the MC (disguised).
It has been established that when an elder of heavenly court goes to slumber they will donate all their gu worms to heavenly court.
It has also been established that those worms are used, destroyed and recrafted many times over the years. Duke long donated all his gu worms to heavenly court and entered slumber about around the time of his disciple turning into the 5th venerable.
The 8th venerable was giant sun, he was hostile heavenly court. He created 88 true yang building, and placed within it human qi immortal gu. Maybe he got it from heavenly court, maybe he had it specifically crafted for him by long hair ancestor to complete that inheritance, who knows.
After 88 true yang building collapsed, the gu worms it contained were spread out and traded vigorously. This trade was organized by shadow sect and explicitly included agents of heavenly court.
A decent amount of time after 88 true yang building collapsed, duke long awoke from his deep slumber, collected some gu worms from heavenly court treasury because he had none on him, and then went to fight. those gu worms included human qi immortal gu

There are no plot holes in this timeline
No one can what? resurrect? destroy fate gu?
and what restriction? resurrection? destroying fate gu?

They are NOT hoping that someone would steal it. It is a backup plan, not their main plan. Their goal was NOT to destroy fate gu so they could resurrect.

Take for example that star constallation explicitly sacrificed her own life to allow heaven will to devour her. Thus exerting minor influence over heaven's will at the cost of her own life.

Primordial origin? that is the guy who for the sake of humanity broke away from the clan system and left his inheritance to the sect instead of his bloodline descendants.
We are talking about people who are highly motivated by an ideology. They put fate gu in a vault because they wanted to protect it. In their minds it would be best if it never was destroyed and they would remain dead forever.

However, they created backup plans too. if it is destroyed and allows villains to resurrect... well things are quite dire. in such a situation they should leave some plans for themselves to resurrect as well.

There is really no plot hole here. When a smart person plans, they make backup plans in case their main plan fails.

When true yang building was destroyed? various backup plans of giant sun immortal venerable have been triggered. it does not mean he WANTED to see 88 true yang building destroyed, just that he had the foresight to plan for the future

    1.
    - c467: "The creator of the wisdom path was Star Constellation Immortal Venerable, the lord of the second generation heavenly court. She lived for nineteen thousand years, and had the second longest lifespan among the rank nine Gu Immortals.

Before she died, she deduced from the heavenly secret, and obtained the information of all that happened three million years after her death. She found out that after her death, the heavenly court would be without a lord for a long time, causing a long period of turmoil as three Demon Venerables appear.

She made three arrangements that dealt with each of the three Demon Venerables respectively. Next, she instructed her descendants to follow what she said to ensure that the heavenly court was peaceful for three hundred years.

After she died, there was a huge turmoil indeed as the era shifted, as during three great generations, three Demon Venerables appeared one after another."
You can find the list of venerable (by time order) here: https://reverend-insanity.fandom.com/wiki/Venerable
    2. It's exactly as you said: when an elder of HC goes to slumber they will donate all their gu worms to HC.
So Human Qi Gu must still in HC.
Giant Sun Immortal Venerable never attack HC, there's no way he can take it.
    3. FY stated that due to Fate's restriction, no one can use two Killer Moves at the same on SAC. But Red Lotus did that.

The point is: they DO have a back-up plan in case Fate Gu is destroyed. It's Fate Gu recipe.
If Fate Gu is destroyed, HC will refine a new one.
So the "resurrection plan" sounds stupid.

The True Yang building is a different case. Giant Sun Immortal Venerable wants it to be destroyed.
It's a part of the deal between him and Red Lotus. When True Yang building is destroyed, FY will get Rank 9 Wisdom Gu. After FY destroys Fate Gu, Giant Sun Immortal Venerable can resurrect.

Chapter 1395: Bai Ning Bing captures Fairy Cui Bo and stores her in her aperture. Bai Ning Bing is rank 6 and Cui Bo is rank 7. A rank 7 gu immortal shouldn't be able to step into a an aperture of a lower rank without causing it to collapse.

Heavenly Court's survival until now had nothing to do with talent. Demon venerables did attack Heavenly Court and certainly had the strength to destroy it, but they chose not to since they couldn't destroy fate gu anyway.

Fate gu is indeed powerful, but looking back at history it was never truly infallible. The only native force in the world capable of hurting it was passion gu, because even fate must flee in the face of passion, but of course fate knew this and deliberately kept it out of the hands of anyone who would use passion against it.

They don’t think they can refine another fate gu at rank 9. They don’t have any refinement Dao supreme experts. Fate gu uses heavenly Dao and refinement Dao to refine. They could spend just as long as shadow sect spent trying to refine the sovereign fetus gu. In that time, a nonhuman venerable could have been born. They don’t want to resurrect or for fate gu to be destroyed. They want it to exist forever so they can suppress nonhumans.

Heavenly Court is the most powerful super force in the world. How strong would the enemy have to be to break in and destroy Fate gu? And how great would their losses have been? If Fate gu were destroyed then Heavenly Court must be at its lowest point and in no condition to refine Fate gu again with any guarantee.

Even a Rank 6 Fate Gu is enough to make sure HC can't be destroyed.
And destroying HC is useless. Even if they don't refine Fate Gu, a new Fate Gu will be born naturally and a new HC will be formed.
Even FY had to admit that he has no way to stop that process.

The point is: In case Fate Gu is destroyed, HC's first reaction is not to resurrect Venerables, but to find another Fate Gu.

    P/S: Non-human living beings can't become a Venerable.

Is fang yuan the first complete otherworldly demon? Or just the first to be so strong? It seems like they need to give themselves artificial bodies to count as complete

There is no rule aside from fate gu that prevents non human beings from becoming venerables. And I can’t talk about Hc and fate gu without spoiling.

Fate Gu doesn't prevent non-human beings from becoming venerables.
Read the introduction: "Humans are the most clever among all living beings, Gu are the true essences of Heaven and Earth"
Only Humans have enough ability to comprehend a Dao to Supreme Grandmaster level, which is a required condition of becoming venerables.

Do you remember what chapter it's mentioned?
Because in the later part, it's said that FY is the only one who reached that level of Refinement Dao.

I don't remember exactly but it was in one the current translated chapters when FY absorbs his true meaning, and he comments how Long Hair is in the top 3 master in all history and now he's in the top 10 at least after absorbing it

Long Hair is one of the 3 Supreme Grandmasters on the path of refinement,
Fang Yuan has to achieve an achievement outside the gu world to reach the Supreme Grandmaster level.

It says that FY reaches that level by absorbing the true meaning, not that he Long hair wasn't a supreme grandmaster, he comments in the next chapter that he has work towards that by himself in order to achieve the same level.
Also Lang ya spirits comments in the next chapter about how FY looks like a Giant Sun and Thieving demon after doing it.
