Why would romance exclude it from the cultivation genre? Do they think a given work can only have a single genre or something? As for why cultivation works have a lot of chapters, I tend to think it is because they recycle quite a bit. I should clarify that I don't mean that negatively. If you imagine stories as strings tied together, all stories have knots(places of convergence) at certain points. For instance, romance generally has knots at 'meeting', 'falling in love', 'going out', etc. Cultivation works just have, in my opinion, a lot more knots than other genres.
