No, it happens with a character on the 21~30th floor. Each 10 floors have its own theme. You'll see soon enough with the 11~20th floor
Does the novel have a good ending? Is the MC basically immortal? Also, the author seems to have a tad of a hate boner towards refugees and mentions terrorists quite a lot, will this be mentioned often?
The ending is satisfying. I guess the MC is basically immortal but you can stop his reset skill with a few methods. I don't know where you got the idea that the author hates refugees. Tell me if you want to know who but one or two of the characters are refugees who went to the tower. No terrorists either except in one situation and that can be considered an exception.

Doesn't make a guild, he falls in love with one of the characters on the 25th? 26th? floor. Later on he makes a family. He doesn't have children but he adopts Preta and another character that hasn't appeared yet. Saddest arc for me would be the current one
Can you tell me what is his "skill"? I am pretty much afraid of death or the idea that someone must die in order to do this or that... Basically, I am not a fan of mc dying even if I know that they'll be alive in the end (reason why I still haven't finished reading Omniscient Reader's Viewpoint although compared to many, I am a relatively fast reader).
On chapter 88 it introduces that the 25th Floor's genre will be Romance and the description is that the villainess's fiancée is stolen by the reincarnated heroine, which causes her to release Devils in the world. I predict that since the OP said the romance is with a character on the 25th/26th floor then the MC will probably fall in love with the villainess, and since the villainess will love the MC instead of her fiancée then the story's ending will be prevented. His ability is a result of two skills having tremendous synergy with each other. One of his skills allows him to copy a skill from a person who killed him and another one of his skills send him 24 hours into the past if he dies with the penalty of going through the trauma of who killed him. With these two skills, he's basically unkillable.
