I checked with my friend, and they say they would send you APK package if you're interested. Just email them and I believe they would let you know how to proceed.
If you need just download a vpn and get it off the internet typically that works. If you want something similar that is outside the usa Ringdom is the one I use right now for my signed story.

Unlike Webnovel I heard they treat you pretty decently. Webnovel is notorious for ignoring obvious fake accounts/reviews that pump up stories that don't deserve spot like. That is why places like Fictum and Ringdom are getting more popular.

I believe you can. New apps always welcome writers, be it exclusive or non-exclusive. And their profit model for the moment is to display ads in stories and split the revenue with authors. But they also told me that paid program is also possible in the future, depending on how everything goes.
