There will be no lynch as this is tier 3 Riot.
If more than 50% of the people vote to pass the riot. The 50% who voted to pass it die regardless of ability. Everyone can vote.
If less than 50% of people vote to pass the riot those who didn't vote permanently die. No powers can be used.
