    there are other novels out that aren't chinese so in a situation where you spend money on its production, you might be flushing the money down a toilet if it doesn't win the popularity contest. Plus I don't know about you but anytime I start hearing nonsense about country x is great I skip down. Finally I would say that chinese novels are not really my cup of tea. I have a few bookmarked but I enjoy the other nations more

    That's not a good idea. There are countless better things to invest public money. Even in the entertainment/culture, there are better choices to invest in.

    That was eloquent. Unfortunately, I have no idea how the Chinese government operates, and can't tell you whether this would be good or bad.

    As for the money well it sounds like a lot, but China has a whole bunch of shit it deals with so in the scheme of things it may not be as much as it sounds like. But who knows. I don't.

    There are plenty of WNs that would affect soft power adversely. What modern novel isn't complete with a crappy Communist Party young master dying after harassing the MC? A xianxia without these crazy occultists running amok? A xuanhuan without Chinese characters perpetuating genocide after genocide? A serious nationalistic novel (which disqualifies IRAS) that attracts a skilled, committed translator? Otherworldly Evil Monarch was dropped once it took a nationalistic spin. Zhan Long only had a small bit, but GGP called it out in an announcement. Web novels aren't all that good for soft power - they're too unrealistic

    I grew up during the time where the only things ever said about China was their Sweat Shops and their terribly low quality toys and technology.

    But now I see far more positives. Novels weren't the biggest thing in changing my view to a positive one but it definitely has been a contributor over the years.

    As a foreigner I would say that putting money into original novels would be a great way to make people view them positively and spread their culture but I'm only one guy who really likes to read so I'm sure I'm very biased when I say it'd be a good idea.

    It makes me think of the "Cool Japan" (クールジャパン) propaganda campaign that the Japanese government has been doing in the recent years. Japanese government has invested about 90 billion yan (almost 1 billion dollars?) per year on marketing (nicer word for prapaganda) the ACG industry, trying to sell it more to the rest of the world.
