What does Rate mean? Hit Rate is how often you land the hit right? Is Rate the speed? But isn't there a CD for how long till you can hit again?
The chance of monsters using the move. 10% chance of using that particular skill. For PCs it doth not matter.
@Nimbus For Swordsman, is Slash supposed to have no cool down? Or is it suppose to be like 1 turn, like the others?
