There are reason why drawn image of a child is not illegal in some country. Imagine an ancient art is censored, forbidden to be shown to public or even worse need to be destroyed, for example, pederasty (shotacon-yaoi) art in ancient greek and roman culture. If THAT allowed to be shown then why not modern image also be allowed to be drawn? So, in most country they have legislation to allow these kind of arts, but it have to NOT involve any real people in such art, i.e Photography (It's still illegal to be made, but legal to be owned, same reason as what I said in the beginning).
It's just that even for a conservative place, they understand that sex and desire are just a part of life - not like in a lot of religions, which actively go against sex, you know? so they just have a wider palette and tolerance, is all. they still judge you tho, that'll never change
