In my opinion, the closest you could get to a perfect governing system would be one with as much individual control as possible. Decentralized power. Everyone trades with Bitcoin. All that the government would be there for is to mediate and judge disputes with pre set guidelines in accordance with unchanging morals. Each person would have to choose to follow it, and if they all fail in the end, it just means that it was a bad batch of humans.

This wouldn't be too hard to set up if you have a magnificent amount of power to weild from the get go.

The fact that a country can vary from one generation to the next is exactly my point. Changes in time and perspectives are inevitable, and thus the lifespan of a country would depend on its adaptability to the changes in order to sustain peace and prosperity. In short,

A country lives long = country adapts well to changes = country is peaceful/prosperous for a long time = country has good government/culture.

There is no perfect government. There can be a government that is very good at the start, but slowly overtime it will change due to changes in people. There will always be flaws, because we're human and such. Unless you're immortal and can rule (dictatorship) your empire. That is unless the MC comes and the emperor suddenly turns retarded due to author.

But my point is that the actual lifespan of a country is subjective, if a country changes too much internally you could arguably say that it isn't the same country anymore even if it claims to be and uses the same name.
And a long lasting country isn't necessarily the same as long lasting prosperity and peace, the romans sure didn't lack for wars, including civil wars.

Firstly on the point of country changing too much internally, wouldn't that indicate that the form of the government itself has changed and thus the nation itself? For example, take the difference between the Roman Republic and Roman Empire. While both used the name Rome, the systems of the government itself was different, so you wouldn't see that as the same country. In another example, there is the Kingdom of France and the Republic of France.

The point being, in the case of such great changes you speak of, the country shouldn't be seen as the same entity and we need to categorize such differences: aka, don't looked at both the Roman Republic and the Roman Empire together as one example.

Secondly, the Shin dynasty and the Roman Republic lasted centuries without experiencing the great changes you speak of. Especially Rome having civil wars and excessive wars are post-Republic; thus, the examples you mentioned are related to Roman Empire, completely unrelated to Roman Republic I had mentioned.

@kingsahib actually hive mind is pretty much correct. if it's just for a governing system.
imagine everyone syriving for the same goal. perfect governance.

otherwise- if you want perfect governance, you need to remove the need to eat from the equation. if everyone can produce food out of air (star trek replicators) - then the motivations of the populace would change from surviving... to striving to be better. democracy, federalism, communism- would all work.

absolute honesty via telepathy- also makes an easily governed society. when there are no secrets, and everyone knows the absolute truth about each other- and given a particular threat... this society would be almost like a hivemind in efficiency.

Every government will thrive if the figure head is powerful and intelligent. Also, if one has enough military power, he or she can just slaughter everyone who defy their rule. That included the media, protestors, etc. just plain slaughter, no talk, no nothing. Even if it mean killing to the last human. Example of such rule: warhammer 40k.

The shift between republican and imperial rome isn't as clear cut as you make it out to be though, the position of the "emperor" at first was inofficial and kept relying on the republican system to some degree for a good while into the "imperial" era.
Besides we do categorize the roman republic in multiple distinct periods as well.
