    All of them want the baby, but their choices are go to war until there's only one country left or just kill the baby so no one gets it. The two countries that don't get the baby won't let the third one get and advantage over them so they'll all vote to kill the baby and keep the status quo.

    Also the Demon kingdom diden't kill the parents, they were severely injured by the A,B and C kingdoms ....

    None, the baby becomes a stateless citizen, forever doomed to extralegal status no matter where in the world it goes. Forced into the life of a wayfarer, shuttled between the immigration prisons of various nations before finally being "disappeared" in a country with a newly ascended dictator looking to crack down on "unsavory elements" and solidify their rule through fear.

    Four questions, does anyone of these kingdom have a passport to cross the border? Or are they illegals?

    Do the dragon have a visa? Do the parents have a visa? If not, the parent shall be deported back to kingdom C and the dragon deported back to kingdom A. Then depending on Kingdom B immigration Laws, the baby shall belong to them if they have a law being born in their country makes them a natural citizen. But if not, the baby shall be deported back with their parents to Kingdom C, which is the most likely scenario as I doubt the parents would let their child stay in a kingdom they just arrive and have no one to take care off him.

    Kingdom C because both of his parents are citizen of Kingdom C, regardless of wherever the baby was born or on whatever carrier his parents were riding. I don't know if this could be a good reference but there is one family in my country that have 11 kids and their hobby is traveling around the world. Some of the kids were born in foreign countries and they become citizen of my country anyway.

    In real life, it is most likely Kingdom C. But since this is fantasy shit, then he must be stateless!

    It depends upon the laws of the various countries. Different countries have different laws pertaining to claiming the airspace above their country, the national registration of the flying object, etc.
