How much does each reduction in cost reduce the cost by?

@SpearOfLies could you explain the math behind negative luck? for example:
Lets say there are 2 enemies. If i use thunder, it would be ! 1,4,3 with 1 being me, 2 being enemy A, 3 being enemy B, and 4 being miss. now lets say i use negative luck on enemy A. if we just add one, it will be ! 1,5,3 with 1 being me, 2 and 3 being enemy A, 4 being enemy B, and 5 being miss. However, the chance i will hit enemy a is 25% without negative luck. with negative luck, the chance rises to 40%. however, the skill text says "Doubles the chance of one target to be hit by Thunder". wouldn't that mean the chance should be 50% and not 40%? Or is there a different way you do it?
