It's not a problem that he doesn't do unnecessary things that have no benefit. He also didn't do trial and error to learn smithing. He went to blacksmith NPCs and learned. From the very beginning he put 100% effort into everything he crafted to raise the possibility of higher rated equipment. He never cut corners in the first place.
I'd guess that the frying pan actually makes food taste really good regardless of what it's made from/who makes it, so the chef that inherited it probably doesn't even realize how bad his pies taste without using it. Also, I'm hoping that regardless of what options it has, Grid will be smart enough to get his understanding of it to 100% to get the blueprints before he hands it back to the chef to complete the quest.
