In gong was a normal human whose soul was placed in a soulless body by that pillar being protected by the sura race. Shutra is a soulless ghandarva who was created by artificial means using his mother’s egg and a piece of divinity leftover from a dead ghandarva king. Shutra’s mother was lied to by her brother saying he would use the demon king’s blood but shutra was born without a soul due to unexplained complications so they used in gongs soul

Technically, if you see it in a different perspective, In-gong kinda 'steal' the body, right?

Shutra is just a body, right?
    No soul, right?

    Right? Right?!

As far as I can remember, things like the game Ingog was an ultra nerd of were in many parallel universes.

He was chosen because he was the most fitting soul for shutra's body. Kinda like those influences being a kind of test and Ingong turning out as the most fitting to be 'Shutra'.

I think it had more to do with how his personality matched with the power of conquest and the game was just a test

His soul was transferred over by the knight of conquest or king of conquest. It was also a collaboration with a dragon.
Shutra's body that he took over did not have a soul. He was artificially made by using the divine essence of the ghandarva god... because he was made through artificial means, the body was without soul or awareness. Therefore, when Shutra took over the body... it was the perfect vessel as it was a empty one.

Just adding the some minor details.

Actually it was the will in the world pillar made from the combination of all the souls of the extinct race who called his soul to shutra’s body. Recorder Torres(the elder dragon) who designed the test(the game) and the the spirit of conquest (kind of like the spirit of Fire is the representative of all fire in the world but she controls conquest instead of an element) she chose Ingong as the person who was worthy to be granted power. So recap: dragon designs the game as a test, spirit of conquest chooses the winner(Ingong), spirit of combined souls of extinct race sent test to other world and put Ingong’s soul into shutra’s body

I don't think that's the thing the op was looking for. Also, spoiler.
I think it would have been enough to just say that he was a soul from earth who occupied a body of a prince in the demon world
