    穿越 is transmigration. It is indicate genre.
    风云 is wind and cloud, but also mean unstable situation or unrest presumably political.
    女皇 I don't know. May be it is implicate woman emperor like Wu Zetian (stand alone ruler) or just an empress (emperor's wife).
    I hope it'll help. Since English is not my first language, I can't come up with an appropriate title.

    A better translation would be: The empress of turbulent times who transmigrated.

    Or: The transmigrated empress of turbulent times.
