This is a more liberal interpretation, but it goes somewhat like this: “Oh? It’s because we are Russian, that we need to listen to your Chinese advice? They also do not want to think about who provides the money, whoever the sponsor is.” Keep in mind that I made some slight changes for fluidity. Have a good one dude.

They didn't even think about who were the ones got the funds behind the scenes, who their benefactors/sponsors(in terms of the money provided) are. [P.S. The second part of the second line is something like an emphasis] [Also, 在背后 can mean behind the scenes, behind their back or through shady deals]
