I wanna read a novel where a female protagonist just stands by and doesn't really partake in the drama like the book Kusuriya no Hitorigoto.

What do you mean she doesn't partake in the drama? Isn't the MC here virtually guiding the drama?

Does starting drama count as partaking? Or can you partake only after the drama is in motion?

I think the op means that he wants the mc to be an unbiased or disinterested observer. Likely forced into the situation, but not actively causing or starting it.

In most jp and cn novels (that are not josei) women usually are stereotyped, cliche, and hyper reactionary; that is, if they aren't a dead fish or ornament/trophy trope.

So I think that's what the op is getting at.

I second both “My Disciple Died Yet Again” and “Marielle Clarac’s Engagement.”

Perhaps “Side Character Transmigrations: The Final Boss is No Joke”? The MC gets into a lot of shenanigans, and the focus of the story is on her, but she’s more of a spectator/wrecker of the original plot line, sometimes more from the sides.
