I don't think so. A "harem" is defined by sexual feelings and affection by many for one person. I don't think the scarecrow, tinman, and lion felt any sexual love for Kansas girl. If you want the harem tag, then fanfictions are where it's at.
If you had said that about Snow White I might have accepted it. But the Wizard of Oz? That's just fucking stupid~
... And none of the harem members are human. And the female MC leaves them behind to return to her world and familly while ignoring their potential feelings. Oh my god, the Wizard of Oz is a Japanese Reverse Harem story. Jokes aside, I don't think it can actually count as a harem story. Also, Dorothy is something like 10 or 12, so I really don't want this to be a harem story.

If we take the accepted definition A series involving one male character and many female characters (usually attracted to the male character). A Reverse Harem is when the genders are reversed. No where does it say that it has to be a relationship or feelings. So therefore 'The Wizard of Oz' is a reverse harem. I've had this argument in the pass, when trying to claim that non poly romances are not harems.
