卷卷的 - does this refer to the plumage, saying that it is curly?

I think it meant curly fur looking plumage( before becoming more like a feather) like this:

Could possibly mean folds. Like how skin folds.

So, from head to toe, the bird is quite ugly. Only a small bit of fur, with folds of skin, making it resemble a plucked chicken.

I'm leaning to LazyByakko's suggestion. Among other reasons, I just cannot imagine a chick with folds xD

 

I guess I'm explaining it wrong from how I imagine it. Bu LazyByakko's suggestion seems fine me, except, I saw it as, there was only a small area of plumage.
