Based on the context, the person is trying to get information illegally, non-directly That'a why when he jist comes straight up and admit he wants to get some information, the other guy is surprised that he is so upfront(direct) about it?
From the context they're trying to get the MC to help them in clearing the instanced dungeon. If I had to guess "拉皮条" is some way of saying that the person is looking to recruit others to the guild. At least that's definitely what they're doing. So it probably means some slang variant of "guild recruiter", and I guess pimp/procurer fits that. The person that's contacting the MC is sent by the guild as an intermediary to recruit him for the guild. (I've never heard of any similar game terminology or slang in English though.)
