Not exactly your discription but have you read Overlord(LN).id say its a pretty good kingdom building novel
If you're okay with MTLing, Counterfeit Hero . Translations stopped when he was still smalltime, but he later become pretty good, pretty important and with a pretty damn large & good fleet & army. World of Cultivation perhaps, although never really as a general nor really as a king either. More like the 'Bossman' and Founder Two novels both with titles something like Three Kingdoms Online Overlord or something, none really with a lot of translations. I would wager much of the negativity is that it was axed where it was and maybe how... much the MC suffers when he tries to uphold his family honor (mostly because of that idiot ruler)
Yeah I'd welcome such recommendations. I should actually spare some time to continue reading LMS now you mention it as I've only read up to vol 42 I believe.

Bringing The Farm To Live In Another World. The protagonist died on Earth and takes over the body of a useless young master and the only heir of the Buda Clan. At chapter 4-5 he awakens a cheat that allows him to farm. It's good, not hilarious but good. What I don't like about this novel is that MC is a spineless coward (We'll see if that changes later on). In regards of Kingdom Building is a solid 7.0.
I have read Tales of Reincarnated Lord but honestly how could it be best in the genre? And its comming from someone who enjoyed the novel. I think Release that Witch is the only novel that deserves that praise even though ending was kinda meh.
