I'd say one piece with how they grow with their back stories towards their goals is best out of those three. Each one of them suffered, tries to overcome it and work towards becoming stronger and not letting things happen again.

i'd say somewhere between bleach and one piece. one piece had decent backstories, but they were always done in a filler arc sort of way. bleach sort of adlibbed its way through, but for the most part, the characters and their motivations were clear. if you were looking for a girl you could like, one piece definitely had the variety to pick and choose from, but they were also fairly easily forgotten by the story unless they were part of the main cast. bleach kept most of the cast around throughout, even if they remained in the deep background or were from the movies. ultimately, i'd lean bleach.

as for naruto... most of the characters were fairly narrowminded and rarely got passed one dimensional, unless forced.

I like Naruto more but gotta admit oda gives better story to his character background and development. I don't remember much about bleach anymore, it's like the memory about it got cleaned like how we clean a dirt on cloths using beach huehuehue (imma prepare a shield)

In Naruto we barely know most of the character past background. Sakura was a thirsty little girl, we don't know much about her talent, family, etc. Hinata was a professional stalker, we know the reason why but we never told anything about her and her background until chuunin exam, her skill development is unknown, she just grow to the part where kishimoto need it, just like Sakura who stopped getting stronger after being able to heal. Tsunade exist only to become hokage for a while. At start she seems op, we barely know about her and her strength doesn't feel strong as there are a lot of jutsus that can deal damage as big or even more than her destroyer punch and kick, even in crisis she barely helps since her Forte is healing. She's too imbalanced imo, 90 out of 100 is support skill while her others are in the 10

In short Naruto is about Naruto

For one piece all character got enough background to make us understand them why they are like that and they also changed as the story goes and we can see their part of story as proof of growing up

Well, one piece is about everyone adventure after all, it's unfair to be only focused on luffy

Sorry if I cant write better

In Bleach, minimal development, mostly increase in strenght
In Naruto, Hinata had the best development
In One Piece, Nami and Robin xD

Bleach, naruto... all of them have trash female characters. In Bleach, Orihime was the worst....
In Naruto.... only Hinata pass. Not because she became Naruto's wife or whatever.
In one Piece. All of them are master piece. They're the best!!!

This is hard for me, because each franchise has one female character I really like. I suppose the winner is Robin, as I’ve admired her for years. Next is Hinata, because I find her the most relatable. And lastly, I remember liking Rukia and Orihime, but I think those feelings were never as strong as my admiration of Robin and kindred spirit feeling of Hinata.
