    I personally believe Leylin ( WMW ) shouldn't be in this list because technically he has no harem ( character and story wise ) there's barely a mention of them nothing more
    Now I haven't read all of these but I would think the question implies what harem is the best ( meaning which harem characters r well characters and not just names in a story u read and forget ) for which case as I have said I haven't read all of them so the best I can give is Li Qiye ( ED ) because I can guarantee that it is the most unique harem out of all of them in the way that it is not exactly a harem
    Every other MC would have a harem because they r horny pricks that can't keep it in their pants but not Li Qiye , he didn't go out of his way to seduce anyone girls just gravitate to him and he doesn't forget them and treat them like shit but his future army

    Li Qiye's as they aren't just decorations, nor does he collect them to have them. He teaches them and occasionally helps to defeat his enemies. But he is more than willing and insists that they should take of themselves and not rely on others to kill their enemies.

    I must say that I enjoy Zhang Tie and his palace of harem. 1 man vs 30 women in a night? Even though it is a novel, it's commendable for such mad endurance.
