The meaning isn't wrong when the original source sentence is wrong. But in a English sense you should phrase it better. Well broken Chinese translates into broke English. But editors don't like broken English.
Not enough brain capacity would be a better way to phrase it if you want an alternative. tbh I think using brain cells is fine, it's used pretty commonly in everyday language. It's just more colloquial I guess
