Rather than a set level, isn't it better to have a more free system? A great fantasy setting is The Faraway Paladin..... but to read you should buy or.........

Warlock of the Magus World is probably what you are looking for if you haven't read it yet, it has a very well done magic cultivation (meditation there) well explained part by part and the MC do spent time going for those parts. Also though the MC use resourses to speed up his cultivation it still takes it's time. Every magus rank takes around 100 chapters and the mc still go to other worlds and get their power systems.
