Actually no, the normal size when she doesnt hold her breathe would correspond to minimum air in bladder (Residual volume: the volume of air remaining in the lungs(here bladder) after a maximal exhalation). So it is not possible for her to flatten her breasts beyond that. Besides she is cute.
One would think it would be noticed while she is breathing then... I mean they seem to almost double if not triple in size, so you would thin they could shrink too if she took shallow breaths. And yes, she has a kind of naive charm
