I always read novel sometime Japanese, specially Korean and Chinese where there are hooligans surranding the hot girl.. And this is normal in all novels eastern and western.. But the weird point for me when the setting in modern time.. And people don't do anything..for example I was just reading guy sitting in a bus and four hooligans assaulting a girl and everyone else are just avoiding their eyes even after hearing her scream and the uncle tell mc not to be rash. Like in my country this can't happen.. All men and even some women would do something to stop them...so I was woundering is this thing really exist in society or just novel exageration?

Depends on the time, place and situation...

The bus incident OP described, for example, is highly unlikely unless it has few passengers, traveling at night/ through a deserted area.

If they're harassing them, most people would probably take a wary wait and see position. But if they outright can see what's going on and it's going into rape or worse, a decent portion would probably call the police, unless the police in that region are known for being scum, or one of the harassers has a famous / powerful background.

As an asian, you are free to do here almost anything you like as long as you either bribe the cop or not let one see you. I'm pretty sure that on some mountainous areas around our countryside, there's a guy commiting incest on his minor daughter.

I think this might be a reference to the bus rape case in india that happened several years ago.

I've been to Malaysia, Singapore, Korea, and Indonesia, I also have some distant relative in Japan but unfortunately I haven't been there yet

That kinda thing is as real as falling from the stairs just to grab a hot chick by the pussy when you land, especially in country like Japan which is one of the safest countries in the world (they are the kind of people that will fold your scarf nicely and put it in a bench or other easy to see places and put a note on top of it if you happen to drop it on the street)

Sometimes, you could find people hustling or hooligans on the traditional market and thief/pickpocketer (also appear occasionally in crowded public transport)

But normally if the offender get caught doing something like stealing (let alone rape) the people (masses) will try to catch them and usually beat the crap out of them (sometimes to half dead or dead), this is especially true in rural area, in modern city a lot of people will try to help but after the offender is caught they won't beat them, most of the time

Yes in rare cases people won't bother or try to avoid getting involved but don't expect to get away with crime in public places with a lot of people

It depends on timing and the situation u r in. If u r travelling and u maintain the basic common senses, i say u can avoid the sketchy situations u mentioned. And every country has their own problems, just don't stick ur nose if u see there's something serious going on. Let the locals handle the situations.
If I say for my country, u should not face any mortal or serious problem as local people will try to help u however they can, but exceptions do exists, i can't guarantee everything.
In general, when visiting another country just don't be naive and be careful of ur own behavior, u will be good.
    Peace

Statistcally speaking the more people are present the less likely you are to to get help. Its kinda weird but its how human psychology works.

That's just for the plot, that things don't happen at public place like what most of the novel tell.
