Wang lin with his understanding of restrictions(formations in Renegade Immortal). He is able to form a restriction essence. Novel = Renegade Immortal.
Talisman Emperor Chen Xi's specialty is talismans, but more accurately it's talisman markings that he uses most of all for equipment refining / upgrades and for formations to trap or kill his enemies, rather than the paper talismans that most of us in the west would instantly think of. He doesn't use formations all the time by any stretch, but when he is facing a threat that he can't beat down by himself with his sword and he has enough materials / wealth to do so, then he turns to formations to solve his problem. Spoiler He once set up a formation against a group of enemies from a distance, by shooting swords used as formation flags from his bow. They thought he just wasn't very accurate until it was a moment too late.

I'd be great if we could get an MC that has formations as his main path. It's such a waste of what can easily be an utterly broken and overpowered cultivation path in the right hands.

In Tales of Demons and Gods the protagonist relies on formations or arrays earlier on to defeat opponents several times stronger than himself. But that character is pretty much a know it all, so it isn't that he specializes in formations, it's just that he knows many of them. Another character that uses formations and sword arrays in the novels that I've read would be Ai Hui from Avalon of the Five Elements. This is another novel from the same author of World of Cultivation and I don't remember if they'd call them formations, but in later parts that's exactly what the protagonist uses to synergize the different elements.
