Resolved Lost childhood anime

Ok everyone over the years I've been tracking down some of the anime and cartoons I used to watch as a kid and I've found most of then but there's one that I can't find and it's been bugging me it's about this boy finds a talking staff with like an round eye on the end it's like a key to ancient tech I don't remember much more then that other then at the end he becomes like the owner of a lot of barren land and used the staff and releases water flood gates to restore it ps it's not mar lol

That's the problem can't remember much more I think water was a limited gangs where after the talking staff because it was the key to control the different tech but that's all I Remember. I think it aired sometime in the early 2000s
