I think a friend of mine runs a rental store simiral to what you're asking.. They rent ps2 or ps3 console if i rememered correctly.. I didnt ask much at the time, but i assumed it's like a membership thing.

if those things not so expensive as chilly pepper / kg and those thief wont target em then you could rental em just like how they rent PS2/3/4 do..
you follow them home, and keep stalking them until they return the device, and break the kneecap of anyone that doesn't or is at least a day late build a reputation and start a criminal syndicate
It doesn't seem as hard as you make it out to be. Just make the person who wants to rent it submit their Identification info. If they aren't able to return the rented product they have to pay up
Get info from the rentee then a suitable amount of deposit. government issued documents aka proof of identity and proof of billing or paycheck to show if the person can pay.

On Argentina at least any of those business you (the renter) force the other part (rentee) to take an insurance over the object. Usual second hand stores or stores that fix equipment do that with equipment they got or repaired and no one ever picked up (if you don't pick your equipment back or pay the reparations fee they can keep the equipment).
i live in Indonesia and i did rent a console once, a ps 3 when i was in high school. usually the rentee will ask a legitimate documents like ID , phone number and current address i think there's also a deposit (?,kind of forgot) in case the rental things got damaged while in rent period, also a guarantee person contact list of some sort like family members, usually family members in case you(renter) cant be contacted, the rentee have someone else to follow up through. for more expensive things like car though, have to be very careful. The good ones usually will ask for ID, current address, guarantor, an insurance, every contact address you have, front payment, destination/purpose of rent and will provide legal contract just in case of something happens and many more(i forgot,since this came from a friend who open one of those car rental) , there's also some car renter that only provide renting with driver employed by the renter included for more security. there are also some careless ones, their type tend to be the victim of theft, i heard they tend to skip some procedures to provide easy service, but i dont know the details.
