Ok, speaking as a female, 16 is a bit high. Boys the same age and plenty of older guys(20+) look at girls as soon as the tiniest hints of breasts appear. For me it was 12. Starting 12, it was non-stop ogling, catcalls and groping. I was creeped out by the men my father's age and my grandfather's age the most. Fucking perverts. If a woman is at least 18, not intoxicated or have any mental/emotional issues, and invited or asked the guy to come over prior, a guy (he has all of the traits I prev. described about the woman) sneaking into her room at night is a legal issue.
