The Earth is Online fits your description. It's BL though, so it may not be your cup of tea. He has the ability to copy other abilities and gets stronger as the story progresses.

 

I think, "Zhan Long" could be what you're seeking for. I'm not a big fan of this kind of genre, but, the novel is a kind of cool. There's, "Ancient Strengthening Tecnich" too, have some tipe of leveling too.

How come? They are one of the easiest to find. Besides once you read a good one from this genre, the rest would seem underwhelming.

There are a lot of Japanese LN with MCs that fits your criteria, I don't really like them though since an OP MC from the get go usually goes with

1. MC has to hide his/her powers.
2. MC is extremely lazy and has no ambition.

Anyway, you could give Stop Friendly Fire a try. It's the usual weak to strong though.
